Major changes to West Gate Freeway - From October 2009
As part of the West Gate Freeway Upgrade, drivers will start to see significant changes in the road network. New ramps and sections of road will become available to the travelling public from October 2009.
Throughout October, November and December 2009 major resurfacing works will take place overnight and at weekends between Montague Street and the CityLink tunnels, with substantial traffic management measures to be implemented – including a number of partial and full closures of the freeway. Further asphalt works will also take place towards the western end of the project in early 2010.

City of Melbourne NYE Traffic Management Plan

The main points are:
1) Road closures will take affect from 6.30pm 31/12/09 and are planned to return to normal by approximately 4am 1/1/10.
2) Additional tour coach parking is provided at bottom of Russell Street and coaches will have access to Russell St extension (Federation Square carpark entrance) to do a u-turn to go back up Russell Street and then exit the city.
